Monaco customs is French Douane. The 18 May 1963 convention puts the Principality inside the Union customs territory. Monaco has no ocean vehicle terminal. The ship lands at Fos-sur-Mer or Le Havre, then the truck moves by land. We do not ship to Iran or Russia.

French Douane runs the customs file
French Douane runs the import. Your representative files the declaration at the French seaport. Japan is outside the EU, so the truck is a vehicle from other territories. The US$500 card payment starts sourcing after the buyer can actually open the Monaco file. It does not reserve the truck and it does not pay ocean freight.
Modèle 846A
Modèle 846A is the French Douane certificate that the customs debt was paid. Duty for the HS code is TARIC. Your Europe prints a standard VAT rate of 20% for France. Douane’s buying-abroad page also prints passenger-car duty examples. We do not print those examples as a truck bill.
Who can open the STC file
Service des Titres de Circulation immatriculates a used vehicle for a natural person domiciled in Monaco, or a professional whose activity is domiciled there. We do not plate a truck for a buyer who cannot open that file.
No European certificate of conformity
A Japan-market truck almost never has one. STC points that vehicle to DREAL Provence-Alpes-Côte d’Azur for réception à titre isolé. We do not homologate in Monaco. STC publishes its own tariff page. We do not invent a plate price.
